CIMEA or Declaration of Value: which one do I need for my HSC?
Short answer: For the visa you need one of them for your HSC (or A levels): either a CIMEA statement of comparability plus a statement of verification, or a Declaration of Value (DOV) from the Italian embassy (MUR circular). Check which one your university prefers.
| CIMEA statements | Declaration of Value (DOV) | |
|---|---|---|
| Who issues it | CIMEA, Italy's official recognition centre, online on DiploMe | The Italian embassy for the country where you got the certificate |
| Cost | €300 per qualification | Free when requested for study, in Dhaka |
| Time | 60 working days; comparability can be cut to 30 for €100 more, verification cannot | Not fixed |
| Who can apply | Only you. CIMEA does not process requests through agents | You, following the embassy's procedure |

- Dhaka accepts a DOV receipt. The checklist accepts a DOV already issued, or the receipt of your DOV application, or a verifiable CIMEA certificate (Dhaka checklist). Ask VFS Dhaka for the current DOV submission steps.
- University discounts. Some universities have CIMEA agreements. Siena lists comparability at €150 in 15 working days and verification at €65 in 30 working days for its applicants (University of Siena).
- Timing for HSC students: CIMEA needs your final certificate, so start the day you have it. Sixty working days is about three calendar months.
Why ARDI, CIMEA’s faster route, does not apply to Bangladeshi qualifications is explained in V6.
This page explains official rules in plain language. I am not an immigration adviser and I do not give visa advice. For that, always use official government sources. Rules change: confirm with your university, the embassy and VFS before you act.
